Columbia Basin Trust\u2019s mandate with respect to the Columbia River Treaty is to act as an information resource for Basin residents and local governments. It is the Province\u2019s role to consult with Basin residents on the future of the Treaty. The Province and Columbia Basin Trust signed an <a href=\"https:\/\/blog.gov.bc.ca\/app\/uploads\/sites\/6\/2012\/07\/mem-cbt-mou-final-signed-1june2012.pdf\">Memorandum of Understanding<\/a> on June 1, 2012 clarifying mandates, roles and responsibilities.<\/p>\n<p>&nbsp;<\/p>\n<h4>November\u00a02013 Community Sessions<\/h4>\n<p>Phase 3 public engagement sessions were held in November 2013 in six Columbia Basin communities: Jaffray, Cranbrook, Golden, Nakusp, Castlegar and Valemount. The session held in Cranbrook for Regional District of East Kootenay elected officials was also open to the public.\u00a0 Two sessions were held in Nakusp, one in the afternoon and one in the evening, to accommodate a community event.\u00a0 The session in Castlegar was streamed live and the session in Valemount was a community videoconference.<\/p>\n<p>During the sessions the Columbia River Treaty Review team presented results of two additional scenarios analyzed for the <a title=\"Draft Columbia River Treaty Review Technical Studies\" href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/6\/2012\/07\/CRT_Technical_Report-DRAFT.pdf\">draft Columbia River Treaty Review Technical Studies Report <\/a>.\u00a0 The Treaty Review team also reviewed the <a title=\"Columbia River Treaty Review Public Consultation Report Working Draft\" href=\"https:\/\/blog.gov.bc.ca\/app\/uploads\/sites\/6\/2013\/09\/CRT-Public-Consultation-Report-Working-Draft_r3.pdf\">draft Columbia River Treaty Review public consultation report\u00a0<\/a> and the <a title=\"Columbia River Treaty Review Draft BC Recommendation\" href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/6\/2012\/07\/Columbia-River-Treaty-Draft-BC-Recommendation.pdf\">draft recommendation<\/a>, seeking feedback from Basin residents on the completeness of the report and recommendation and suggestions for improvement.<\/p>\n<p>The Columbia River Treaty Local Governments\u2019 Committee also sought feedback on their <a title=\"CRT Local Governments' Committee Draft Recommendations to Government\" href=\"http:\/\/www.cbt.org\/crt\/LocalGovernmentsCommittee.html\">draft recommendations to government<\/a>. The Conference was streamed live. Approximately 115 people attended the conference in person with 22 people registering for the LiveStream option.\u00a0\u00a0Conference participants were asked to review the the <a title=\"Columbia River Treaty 2014 Review Technical Studies Report\" href=\"https:\/\/blog.gov.bc.ca\/columbiarivertreaty\/review\/additional-information\/\">Columbia River Treaty 2014 Review Technical Studies Report <\/a>prior to the Conference as the report\u00a0provided the background information for\u00a0the morning breakout sessions.\u00a0 Following a presentation on the report, discussion continued\u00a0in small groups\u00a0divided into Basin areas: Arrow Lakes\/Kinbasket; Lower Columbia River; Kootenay River System. A presentation by the United States Entity closed the morning portion of the Conference. During the afternoon, there were breakout sessions on\u00a0Archaeology Performance Measures for Power System Planning; Climate Change; Salmon in the Columbia\u00a0Basin and Flood Management Operations and\u00a0Bylaws.\u00a0An additional conference scheduled for March 20 in\u00a0Golden\u00a0was cancelled due to\u00a0very low registration.<\/p>\n<p>Below you will find a Columbia River Treaty 2014 Review Technical Studies Report\u00a0handout\u00a0used in the small group discussions\u00a0and the presentations used during the Conference.
