{"id":5707,"date":"2020-09-16T19:51:28","date_gmt":"2020-09-16T19:51:28","guid":{"rendered":"http:\/\/engage.gov.bc.ca\/columbiarivertreaty\/?page_id=5707"},"modified":"2024-05-14T07:46:52","modified_gmt":"2024-05-14T14:46:52","slug":"columbia-river-treaty-negotiating-team","status":"publish","type":"page","link":"https:\/\/engage.gov.bc.ca\/columbiarivertreaty\/columbia-river-treaty-negotiating-team\/","title":{"rendered":"Columbia River Treaty Negotiating Team"},"content":{"rendered":"<h4><strong>Agencies Represented on the Canadian Columbia River Treaty Negotiating Team<\/strong><\/h4>\n<p>&nbsp;<\/p>\n<p><strong>Global Affairs Canada:<\/strong>\u00a0 is responsible for transboundary treaties and leads the Columbia River Treaty negotiations.\u00a0 The federal government supported British Columbia\u2019s lead procedural role in the 2012-2014 Treaty Review; however, each government will have its own decision-making process prior to an agreement being reached with the U.S.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>The Province of B.C.:<\/strong>\u00a0 represents the interests of British Columbians.\u00a0 The\u00a0<a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/6\/2012\/04\/Can-BC-Agreement-July-8-1963.pdf\" target=\"_blank\" rel=\"noopener\">Canadian-British Columbia Agreement (1963)<\/a>\u00a0transferred most Treaty benefits and obligations to the Province.\u00a0 Although this agreement retains Canada\u2019s constitutional jurisdiction for international treaties, it requires Canada to obtain agreement of the Province before terminating or amending the Treaty.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Canadian Columbia Basin Indigenous Nations<\/strong>: \u00a0On April 24, 2019, the Honourable Chrystia Freeland, then Minister of Foreign Affairs of Canada,\u00a0<a href=\"https:\/\/www.canada.ca\/en\/global-affairs\/news\/2019\/04\/federal-government-announces-columbia-river-basin-indigenous-nations-to-participate-as-observers-in-columbia-river-treaty-negotiations.html\" target=\"_blank\" rel=\"noopener\">announced\u00a0<\/a>that representatives of the Ktunaxa, Secwepemc, and Syilx\/Okanagan Nations would participate as observers at the Canada-U.S. Columbia River Treaty negotiations.\u00a0 Since then, representatives of the Ktunaxa, Secwepemc, and Syilx\/Okanagan Nations have been present in the negotiating room and full participants in caucus meetings with Canada and B.C. during negotiating sessions.\u00a0 The Indigenous Nations are also partners with Canada and B.C. in developing negotiations positions and proposals, in preparatory meetings before each round of negotiations, and in debrief meetings after each round.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BC Hydro: \u00a0<\/strong>is the Canadian Entity responsible for the implementation of the Columbia River Treaty and the operator of the Treaty dams in Canada.\u00a0 BC Hydro works closely with the Ministry of Energy, Mines and Low Carbon Innovation\u2019s Columbia River Treaty Team and provides technical support to the Canadian negotiation delegation.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Environment and Climate Change Canada (ECCC): \u00a0<\/strong>supports and advises Global Affairs Canada and the negotiation team on Canadian ecosystem and climate change issues. \u00a0ECCC engineers and scientists provide technical expertise in support of the negotiations and other Treaty work in the Columbia Basin.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Fisheries and Oceans Canada (DFO):\u00a0 <\/strong>supports Global Affairs Canada and the negotiating team on matters related to fish, fish habitat and ecosystems in the Columbia Basin.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Agencies Represented on the Canadian Columbia River Treaty Negotiating Team &nbsp;
