{"id":7,"date":"2021-10-28T16:16:48","date_gmt":"2021-10-28T16:16:48","guid":{"rendered":"https:\/\/engage.gov.bc.ca\/accessiblebcactstandards\/?page_id=2"},"modified":"2026-03-09T09:56:53","modified_gmt":"2026-03-09T16:56:53","slug":"background","status":"publish","type":"page","link":"https:\/\/engage.gov.bc.ca\/declarationactactionplan\/background\/","title":{"rendered":"Background"},"content":{"rendered":"\n<div class=\"wp-block-engagement-container\"><div class=\"engagement-page\">\n<div class=\"wp-block-engagement-content\"><bcgov-breadcrumb>\n        <a href=\"https:\/\/engage.gov.bc.ca\/declarationactactionplan\">Home<\/a>\n                          <span>\n        Background\n  <\/span>\n  <div style=\"display: flex\" slot=\"breadcrumb-extra\">\n      <\/div>\n  <\/bcgov-breadcrumb>\n\n\n<h1 class=\"bcgov-engagement-header \">Background<\/h1>\n<p>The\u202f<a href=\"https:\/\/www.bclaws.gov.bc.ca\/civix\/document\/id\/complete\/statreg\/19044\" title=\"\">Declaration on the Rights of Indigenous Peoples Act<\/a>\u202f(Declaration Act)&nbsp;establishes&nbsp;the\u202f<a href=\"https:\/\/www.un.org\/development\/desa\/indigenouspeoples\/wp-content\/uploads\/sites\/19\/2018\/11\/UNDRIP_E_web.pdf\" title=\"\">United Nations Declaration on the Rights of Indigenous Peoples [PDF, 151KB]<\/a>\u202f(UN Declaration) as the&nbsp;Province\u2019s&nbsp;framework for reconciliation, as called for by the\u202f<a href=\"https:\/\/www2.gov.bc.ca\/gov\/content\/governments\/indigenous-people\/new-relationship\/truth-and-reconciliation-commission-calls-to-action\" title=\"\">Truth and Reconciliation Commission\u2019s Calls to Action<\/a>.&nbsp;<\/p>\n\n\n\n<p>The Declaration Act&nbsp;requires&nbsp;government to bring provincial laws into alignment with the UN Declaration and to develop and implement an action plan to achieve the&nbsp;objectives&nbsp;of the UN Declaration in consultation and co-operation with Indigenous Peoples.<\/p>\n\n\n\n<p>The&nbsp;Province\u2019s&nbsp;current&nbsp;<a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/government\/ministries-organizations\/ministries\/indigenous-relations-reconciliation\/declaration_act_action_plan.pdf\" title=\"\">Declaration Act Action Plan&nbsp;(2022-2027) [PDF, 3.8MB]<\/a> &nbsp;was released in March 2022. The&nbsp;action&nbsp;plan&nbsp;includes 89 cross-government actions in&nbsp;four&nbsp;themes:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/declaration.gov.bc.ca\/annual-report\/action-item-reporting\/self-determination-and-inherent-right-of-self-government\/\" title=\"\">Self-Determination&nbsp;Inherent Right of&nbsp;and&nbsp;Self-Government<\/a>&nbsp;&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/declaration.gov.bc.ca\/annual-report\/action-item-reporting\/title-and-rights-of-indigenous-peoples\/\" title=\"\">Title and&nbsp;Rights of&nbsp;Indigenous Peoples<\/a>&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/declaration.gov.bc.ca\/annual-report\/action-item-reporting\/ending-indigenous-specific-racism-and-discrimination\/\" title=\"\">Ending Indigenous-specific&nbsp;Racism and&nbsp;Discrimination<\/a>&nbsp;<\/li>\n\n\n\n<li><a href=\"https:\/\/declaration.gov.bc.ca\/annual-report\/action-item-reporting\/social-cultural-and-economic-well-being\/\" title=\"\">Social,&nbsp;Cultural and&nbsp;Economic&nbsp;Well-being<\/a>&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>This current engagement is carrying out&nbsp;the Declaration Act&nbsp;commitment&nbsp;to&nbsp;review&nbsp;the action plan in consultation and co-operation with Indigenous Peoples, as&nbsp;well as&nbsp;engaging&nbsp;with key&nbsp;audiences who are familiar with the action plan and its implementation.&nbsp;<\/p>\n\n\n\n<p>The Declaration Act Action Plan commits to a comprehensive update within&nbsp;five&nbsp;years.&nbsp;&nbsp;Broader engagement to&nbsp;help&nbsp;inform&nbsp;an&nbsp;updated action&nbsp;plan is expected to begin in&nbsp;early&nbsp;2027.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Development of the Declaration Act Action Plan<\/h3>\n\n\n\n<p>Beginning in 2020, a two-year engagement process informed the development of the action plan and all its components. Existing feedback was analyzed and used to develop\u202fan initial\u202fdraft of the action plan that was&nbsp;publicly released. \u202f&nbsp;<\/p>\n\n\n\n<p>Feedback was sought directly from rights and title holders, the Alliance of BC Modern Treaty Nations, First Nations Leadership Council, M\u00e9tis Nation BC, First Nations organizations\u202fand Indigenous\u202fservice organizations.\u202fThe\u202fProvince\u202falso engaged local governments, businesses, industry associations, and\u202fnot-for-profits\u202fthrough ministry-led meetings, feedback forms, and written submissions.\u202f\u202f&nbsp;<\/p>\n\n\n\n<p>On March 30, 2022, the first Declaration Act Action Plan was released. It includes collectively&nbsp;identified&nbsp;goals and outcomes that provide the long-term strategic vision for achieving the&nbsp;objectives&nbsp;of the UN Declaration.
