summary<\/h2>\n\n\n\n<p>Premier John Horgan appointed a&nbsp;Rental Housing Task Force&nbsp;to advise on how to improve security and fairness for renters and rental housing providers throughout the province.<\/p>\n\n\n\n<p>The Rental Housing Task Force wanted to better understand what further changes may be needed to modernize B.C.\u2019s tenancy laws. Their engagement work included talking to the public, rental housing providers, renters and other stakeholders on their views and experiences with current tenancy laws and processes.<\/p>\n\n\n\n<p>The task force is also reviewing B.C.\u2019s existing laws and how they apply to different housing situations, and looking at innovative approaches in other jurisdictions.<\/p>\n\n\n\n<p>This work will allow the task force to identify options to improve security and fairness for both renters and rental housing providers, while addressing the challenges of affordability.<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"contribution\">Results<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>18,308 visits to the Rental Housing Task Force Engagement site<\/li>\n\n\n\n<li>788 people attended 11 community meetings around the province<\/li>\n\n\n\n<li>1,431 comments were received on the online discussion<\/li>\n\n\n\n<li>58 organizational submissions were received<\/li>\n\n\n\n<li>348 email comments were received<\/li>\n<\/ul>\n\n\n\n<p>In December 2018, the Rental Housing Task Force&nbsp;<a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/121\/2018\/12\/RHTF-Recommendations-and-WWH-Report_Dec2018_FINAL.pdf\">presented its&nbsp;final report<\/a> (PDF, 10MB) and recommendations for potential ways to modernize the policies and the laws that govern residential tenancy in B.C. to Premier John Horgan and Selina Robinson, Minister of Municipal Affairs and Housing.<\/p>\n\n\n\n<p><a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/121\/2018\/09\/Rental-Housing-Task-Force-Recommendations-Letter-Sept-24-18.pdf\">Early recommendations<\/a>&nbsp;(PDF, 300KB) on British Columbia\u2019s annual allowable rent increase led to&nbsp;<a href=\"https:\/\/news.gov.bc.ca\/releases\/2018PREM0072-001870\">government action<\/a>&nbsp;cutting the increase by 2%, limiting it to inflation.<\/p>\n\n\n\n<p>Government has been taking&nbsp;<a href=\"https:\/\/news.gov.bc.ca\/releases\/2019MAH0083-000903\"><u>actions<\/u><\/a>&nbsp;to increase public education and bolster enforcement to better protect the rights of both renters and landlords as well as&nbsp;<a href=\"https:\/\/news.gov.bc.ca\/releases\/2019SDPR0043-001206\"><u>new fundin<\/u>g<\/a>&nbsp;for community rent banks.<\/p>\n\n\n\n<p>Further action, including work that requires legislative changes, additional resources, stakeholder consultations or policy work is also underway.<\/p>\n\n\n\n<p>Renters and landlords are invited to&nbsp;<a href=\"https:\/\/renters.gov.bc.ca\/\/\">find out how renting in B.C. is changing.<\/a><\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"submissions\">Stakeholder submissions<\/h2>\n\n\n\n<p>The Task Force heard from stakeholders through in-person meetings and written submissions. Stakeholders advocated for improved protections for renters, including but not limited to limiting rental increases, ending unfair or illegal evictions, preventing discrimination, and allowing pets in providers<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-02fc0aff-4503-438f-877f-5c78cd959f0a\"><div class=\"collapse-body\">\n<p>Stakeholders representing the interests of rental housing providers were also diverse, including both non-profit and for-profit housing providers, builders\u2019 associations and advocacy groups. Submissions advocated for clarity and balance between the rights of renters and rental housing providers; allowing rent increases and damage deposits that aligned with costs; and improving the evictions processes, including reintroducing a vacate clause.
