the Ahousaht and Tla-o-qui-aht Nations First Nations on options for increased protections of important values, including old growth forests.&nbsp;<\/p>\n\n\n\n<p>As part of ongoing Land Use discussions with First Nations in Clayoquot Sound, 77,000 hectares of new proposed conservancies under the Park Act are being proposed with 55,000 hectares remaining within forest tenures. This is part of long-term planning for the area currently within Tree Forest License (TFL) 54 \u2013 the only TFL in Clayoquot Sound.<\/p>\n\n\n\n<p>These proposed conservancies align with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The\u202f\u0295a\u1e25uus\u0294ath\u0323 Wiklak\u02b7ii\u1e25 (wick-lakwee-ah) Cultural and Natural Areas identified in the\u202f<a href=\"https:\/\/mhssahousaht.ca\/ahousaht-land-use-vision\/\" title=\"\">\u0295a\u1e25uus\u0294ath\u0323 &#8220;Iisaaksta\u0142 Land Use Vision.&#8221;<\/a> Iisaaksta\u0142 is pronounced &#8220;ee-sock-stalth&#8221; and mea ns to respect one another; inclusive of lands, waters, animals, and people<\/li>\n\n\n\n<li>The Tla-o-qui-aht Tii\u010dmis (pronounced \u2018teach-miss\u201d and meaning life source, biodiversity and the environment) areas identified in the <a href=\"https:\/\/tribalparks.com\/\" title=\"\">Tla-o-qui-aht \/ \u019ba\u0294uuk\u02b7i\u0294at\u1e25 Land Use Vision as Tribal Parks<\/a><\/li>\n<\/ul>\n\n\n\n<p>The Province is working with these First Nations on this effort to balance ecological and cultural protections with opportunities for reconciliation and economic development in the Clayoquot Sound. We would like to understand existing uses of the lands identified in the proposed conservancies and how these uses may be impacted.<\/p>\n\n\n\n<p>No changes to forest business activities outside of TFL 54 are being considered as part of the proposed conservancies. The Province and Nations will discuss roads, mineral titles, and other exclusions in future discussions around the ongoing implementation of their respective Land Use Visions.<\/p>\n\n\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"faq\">FAQs<\/h2>\n\n\n\n<div id=\"collapse-container-6087210e-b923-491b-81f8-f230b46b4df4\" class=\"wp-block-bcgov-collapse\"><div class=\"collapse-container-nav\"><span><button data-target=\"#collapse-container-6087210e-b923-491b-81f8-f230b46b4df4\" class=\"collapse-expand-all\">Expand all<\/button><\/span><span><button data-target=\"#collapse-container-6087210e-b923-491b-81f8-f230b46b4df4\" class=\"collapse-collapse-all\">Collapse all<\/button><\/span><\/div>\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-085e2587-0952-4176-8369-d78b8f0cd7d4\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-085e2587-0952-4176-8369-d78b8f0cd7d4\" aria-expanded=\"false\" aria-controls=\"collapse-item-085e2587-0952-4176-8369-d78b8f0cd7d4\" class=\"collapsed\"><span class=\"collapse-title\">What&#8217;s a conservancy?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-085e2587-0952-4176-8369-d78b8f0cd7d4\"><div class=\"collapse-body\">\n<p>Conservancies are lands set aside under the Park Act for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The protection and maintenance of their biological diversity and natural environments<\/li>\n\n\n\n<li>The preservation and maintenance of social, ceremonial and cultural uses of First Nations<\/li>\n\n\n\n<li>The protection and maintenance of their recreational values<\/li>\n\n\n\n<li>Development or use of natural resources in a manner consistent with the purposes of the above<\/li>\n<\/ul>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-085e2587-0952-4176-8369-d78b8f0cd7d4\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-085e2587-0952-4176-8369-d78b8f0cd7d4\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-deb0a9fa-8d76-4709-b979-680900b43fdf\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-deb0a9fa-8d76-4709-b979-680900b43fdf\" aria-expanded=\"false\" aria-controls=\"collapse-item-deb0a9fa-8d76-4709-b979-680900b43fdf\" class=\"collapsed\"><span class=\"collapse-title\">Why are conservancies being proposed?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-deb0a9fa-8d76-4709-b979-680900b43fdf\"><div class=\"collapse-body\">\n<p>In September 2020, the Province released the <a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/farming-natural-resources-and-industry\/forestry\/stewardship\/old-growth-forests\/strategic-review-20200430.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Old Growth Strategic Review Report (PDF, 8MB)<\/a> and committed to a new integrated management approach for old growth forests that provides for environmental, economic, and reconciliation benefits.&nbsp;&nbsp;At that time, the Province also announced immediate deferral for old growth harvesting in 9 areas, including in Clayoquot Sound.<\/p>\n\n\n\n<p>The proposed conservancies include old growth forests and support several endangered and threatened species. New conservancies supported by the reconfiguration of TFL 54 removes the need for the deferral area in Clayoquot Sound and is an incremental step in realizing First Nations\u2019 land use visions.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-deb0a9fa-8d76-4709-b979-680900b43fdf\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-deb0a9fa-8d76-4709-b979-680900b43fdf\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-a804eedb-cc9f-4087-ad91-55e56fd13323\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-a804eedb-cc9f-4087-ad91-55e56fd13323\" aria-expanded=\"false\" aria-controls=\"collapse-item-a804eedb-cc9f-4087-ad91-55e56fd13323\" class=\"collapsed\"><span class=\"collapse-title\">What activities will no longer be allowed after the areas are designated as conservancies?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-a804eedb-cc9f-4087-ad91-55e56fd13323\"><div class=\"collapse-body\">\n<p>Commercial logging, mining and hydroelectric power generation (other than local run-of-the-river projects) are prohibited. A local run-of-the-river project is defined as one that provides power to a development within a conservancy or to a community that does not otherwise have access to hydro-electric power.<\/p>\n\n\n\n<p>In addition, no on-site oil and gas exploration, development or production may occur in a conservancy. Directional or horizontal drilling for petroleum and natural gas from outside a conservancy may occur.<\/p>\n\n\n\n<p>The designation type (conservancy) defines what is allowable, and regulations, management direction and policies provide further detail on what types of activities may be appropriate in a specific area.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-a804eedb-cc9f-4087-ad91-55e56fd13323\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-a804eedb-cc9f-4087-ad91-55e56fd13323\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\" aria-expanded=\"false\" aria-controls=\"collapse-item-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\" class=\"collapsed\"><span class=\"collapse-title\">Can commercial recreation that is currently permitted in the proposed conservancies continue?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\"><div class=\"collapse-body\">\n<p>Commercial recreation may be able to continue as currently permitted upon the approval of a Park Use Permit. Park Use Permits may include terms and conditions necessary to ensure protection of the conservancy\u2019s values.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-438a6b14-dd27-43b8-ac35-20f3b1cc9d0d\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\" aria-expanded=\"false\" aria-controls=\"collapse-item-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\" class=\"collapsed\"><span class=\"collapse-title\">Do the proposed conservancies overlap with any commercial (non-recreation) activities?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\"><div class=\"collapse-body\">\n<p>The proposed conservancies exclude the areas associated with currently permitted commercial (non-recreation) activities such as aquaculture, communications (e.g., cellular towers, etc.), hydroelectric activities and mining\/mineral exploration.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-bf8ef3f1-0f66-467a-b1e3-091f5be14c97\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\" aria-expanded=\"false\" aria-controls=\"collapse-item-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\" class=\"collapsed\"><span class=\"collapse-title\">Will existing mineral titles (claims, tenures, and permits) be impacted by the proposed conservancies?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\"><div class=\"collapse-body\">\n<p>Mining is not an allowable activity in conservancies. However, there are no existing mineral titles included within the boundaries of the proposed conservancies. Please review the map to see how conservancy boundaries have been delineated to maintain access to areas with mineral titles.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-3beaf435-2b2b-47d5-a0f0-03749eae6ac9\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-75bb685f-d7ee-4215-a37a-73bc66aba0a3\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-75bb685f-d7ee-4215-a37a-73bc66aba0a3\" aria-expanded=\"false\" aria-controls=\"collapse-item-75bb685f-d7ee-4215-a37a-73bc66aba0a3\" class=\"collapsed\"><span class=\"collapse-title\">How will existing forestry roads in the proposed conservancies be impacted?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-75bb685f-d7ee-4215-a37a-73bc66aba0a3\"><div class=\"collapse-body\">\n<p>There are existing forestry permit roads in several locations within the areas. These roads are being excluded from the proposed conservancies. Work will be undertaken to deactivate many of these roads. Deactivation prevents access by motor vehicles, removes bridges and culverts and prevents erosion to protect adjacent aquatic habitats and water quality. Once deactivated these areas could be added into the conservancies in a future process.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-75bb685f-d7ee-4215-a37a-73bc66aba0a3\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-75bb685f-d7ee-4215-a37a-73bc66aba0a3\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\" aria-expanded=\"false\" aria-controls=\"collapse-item-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\" class=\"collapsed\"><span class=\"collapse-title\">Are any private lands impacted by the proposed conservancies?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\"><div class=\"collapse-body\">\n<p>No. There are no private lands included in the proposed conservancies.<\/p>\n<div class=\"collapse-close\"><a data-toggle=\"collapse\" href=\"#collapse-item-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\" role=\"button\" aria-expanded=\"true\" aria-controls=\"collapse-item-8f4ddb22-fcfe-42b5-82c6-afca2bdd8d11\">Collapse<\/a><\/div><\/div><\/div><\/div>\n\n\n\n<div class=\"wp-block-bcgov-collapse-item\"><div class=\"collapse-header\" id=\"heading-e71b87b0-7b7e-42ab-902a-c5efd8c98417\"><h3><button role=\"button\" data-toggle=\"collapse\" data-target=\"#collapse-item-e71b87b0-7b7e-42ab-902a-c5efd8c98417\" aria-expanded=\"false\" aria-controls=\"collapse-item-e71b87b0-7b7e-42ab-902a-c5efd8c98417\" class=\"collapsed\"><span class=\"collapse-title\">Once the conservancies are established, will the public have greater opportunities to access these areas for recreational and tourism activities?<\/span><\/button><\/h3><\/div><div class=\"collapse collapse-container\" id=\"collapse-item-e71b87b0-7b7e-42ab-902a-c5efd8c98417\"><div class=\"collapse-body\">\n<p>Ecological and cultural protection along with reconciliation are priorities for the proposed conservancies. (the holder of the only TFL in Clayoquot Sound) on their applications to expire existing Timber Licenses within the TFL and delete the areas that fall within the proposed conservancies. Removing the conservancies from the TFL will result in a review of the allowable annual cut.
