{"id":2732,"date":"2014-04-04T21:46:05","date_gmt":"2014-04-05T05:46:05","guid":{"rendered":"http:\/\/engage.gov.bc.ca\/watersustainabilityact\/?p=2732"},"modified":"2017-02-09T14:09:26","modified_gmt":"2017-02-09T22:09:26","slug":"blog-post-11-more-of-your-questions-on-water-pricing","status":"publish","type":"post","link":"https:\/\/engage.gov.bc.ca\/watersustainabilityact\/2014\/04\/04\/blog-post-11-more-of-your-questions-on-water-pricing\/","title":{"rendered":"Blog Post #11 \u2013 More of your questions on Water Pricing"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.freshwateralliance.ca\">Canadian Freshwater Alliance<\/a>\u00a0hosted a successful webinar on Monday, March 24th entitled Water Pricing and BC&#8217;s New <em>Water Sustainability Act<\/em>. \u00a0Ministry of Environment staff provided a summary of government\u2019s <a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/71\/2014\/03\/Pricing-B.C.s-Water.pdf\">Pricing B.C.\u2019s Water<\/a>\u00a0discussion paper to over 70 participants including representatives of non-governmental organizations, academia, government agencies and individual citizens.<\/p>\n<p>The webinar ended before there was time to answer all the questions so we thought we\u2019d use the blog to provide more information to session participants and the broader public.<\/p>\n<p>Some recurring themes we heard from the participants and other presenters included the following:<\/p>\n<ul>\n<li>Current rental rates in B.C. are generally lower than other jurisdictions;<\/li>\n<li>Pricing should reflect the value of the resource and provide an incentive to encourage innovation, water efficiency and conservation;<\/li>\n<li>Building language into the principles to help evaluate the impact on the water resource (quantity, quality, aquatic ecosystem, surface and ground), and setting prices to reflect the impact may be useful.<\/li>\n<\/ul>\n<p>Questions that were asked during the webinar:<\/p>\n<p><strong>1. Are the seven water principles on page 3 of <a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/71\/2014\/03\/Pricing-B.C.s-Water.pdf\">Pricing B.C.\u2019s Water<\/a>\u00a0listed by order of priority?<\/strong><\/p>\n<p style=\"padding-left: 30px\">No. \u00a0The principles are not arranged in any priority. Pricing water is complex and involves many considerations. \u00a0Which principles are most important to you? \u00a0How would you rate or order their relative importance?<\/p>\n<p><span style=\"color: #000000;font-weight: bold\">2. Why do individual domestic users pay a proportionally higher amount per unit volume relative to other users?<\/span><\/p>\n<p style=\"padding-left: 30px\">Most individual domestic licensees (not referring to the 90% of British Columbians who are connected to a municipal system) pay a minimum annual fee of $25 for the right to access water for household use. Although the volume per licence is relatively low (~2,000 litres per day), a minimum annual fee is required to recover the cost of administering the approximately 25,000 domestic licences on an ongoing basis.<\/p>\n<p><strong>3. Why are water rental rates for agriculture, aquaculture, mining and petroleum-related uses separate from industrial and commercial uses?<\/strong><\/p>\n<p style=\"padding-left: 30px\">The current water pricing structure was brought into effect in 2006. \u00a0At that time, approximately 90 different water use purposes were consolidated into the <a href=\"http:\/\/www.env.gov.bc.ca\/wsd\/water_rights\/water_rental_rates\/cabinet\/new_rent_structure%20_revised_feb-2013.pdf\">current sector-based rates<\/a>\u00a0that are also reflected on page 2 of the <a href=\"https:\/\/engage.gov.bc.ca\/app\/uploads\/sites\/71\/2014\/03\/Pricing-B.C.s-Water.pdf\">Pricing B.C.\u2019s Water<\/a>\u00a0discussion paper. \u00a0As described in the paper, government is contemplating changes to the current approach to water pricing and would like to hear your views.<\/p>\n<p><strong>4. What water management activities does government intend to cover under a new water pricing structure?<\/strong><\/p>\n<p style=\"padding-left: 30px\">It is envisioned that revenue from fees and annual rentals would cover the costs of licence administration as well as related science, planning, monitoring, enforcement, public engagement and new information systems that would be needed to support implementation of the new Act.<\/p>\n<p><strong>5. Will the proposed new pricing rates be released for public review?<\/strong><\/p>\n<p style=\"padding-left: 30px\">Government is inviting comment on the principles to inform water pricing. \u00a0There are currently no plans to release specific pricing options for public review.<\/p>\n<p>Does this information raise other questions or comments?
