Engagement summary
Catalytic converter theft is a serious problem across North America with high costs to British Columbians. These converters are valuable because they contain precious metals and can be easily removed from most vehicles within minutes. Solving the issue requires cooperation and collaboration between the Province, law enforcement, municipal governments, industry, and the public.
The Province amended the Metal Dealers and Recyclers Regulation in 2022 to require registered metal dealers to report purchases of catalytic converters.
The Province continues to work with industry, police, and other parties for solutions to catalytic converter theft. Five potential recommendations to address the problem have been identified by ministry partners. The recommendations are:
- Recommendation 1: Report all seller information to police, removing the customer code requirement
- Recommendation 2: Implement a centralized electronic reporting system
- Recommendation 3: Implement a VIN-etching program
- Recommendation 4: Remove the Commercial Entity Exemption
- Recommendation 5: Remove the Mobile Dealer Exemption
We value your feedback on these potential solutions, as well as hearing any additional ideas.
