Phase 3: Application development and review
Following the successful competition of the process planning phase of the environmental assessment, the project was issued a process order by the Environmental Assessment Office on March 22, 2024, and is now in the Application development and review phase. In this phase the project works with Indigenous nations, the public, and stakeholders to complete their application for an environmental assessment certificate.
This public comment period was open from May 22 to June 23, 2025.
Phase 1: Early engagement
The ministry is proposing to replace the existing George Massey Tunnel with a new, eight-lane immersed tube tunnel. Early engagement was the first phase in the environmental assessment process and provided an opportunity for Indigenous groups, the public, and stakeholders to learn more about the proposed project and provide comments.
The Fraser River Tunnel Project is one of the five projects under the Highway 99 Tunnel Program.

Phase 2: Process planning
After successfully completing the early engagement phase of the Environmental Assessment, the project received a positive readiness decision on September 14, 2023 and conducted a process planning phase. This phase included a public comment period, which provided an opportunity for Indigenous nations, the public, and stakeholders to determine how they wanted to be engaged and involved in the process.
