Engagement Summary

The Ministry of Health is proposing amendments to the Public Health Act and new regulations under the Tobacco and Vapour Products Control Act to address the rise in youth vaping in British Columbia.

Citizens were asked to consult the Vapour Products Intentions Paper prior to submitting written feedback to the Ministry.

Engagement Timeframe

December 17, 2019 – January 24, 2020

Input Received

• The Ministry received a total of 686 submissions, via email or mail, in response to the Vapour Products Intentions Paper.
• Respondents self-identified as belonging to one of the following groups: local government, educators, public health practitioners, organizations concerned with tobacco and vapour product use by young people and adults, consumers of vapour products, and stakeholders from industry including business owners, manufactures of vapour products, and retail associations.
• The responses indicated there is support for the Province’s 10-point Action plan, the intent to strengthen regulatory oversight, the need to protect youth from the harms of vaping, and to prevent non-smokers from beginning to use vapour products.

Input is being reviewed and considered to finalize and implement the proposed regulations.
