From March 21 to May 31, 2019 the Government of B.C. engaged with the public on two caribou recovery agreements. The feedback period is now closed. A What We Heard Report that will be made publicly available in the summer/fall 2019.

On April 15, Premier John Horgan announced the appointment of Blair Lekstrom as community liaison tasked with engaging residents of the Peace region on a draft Partnership Agreement between British Columbia, Canada, West Moberly First Nation and Saulteau First Nation.

Lekstrom provided 14 recommendations, including a call for an interim moratorium on new resource development.

  • Section 11 Agreement

Government also announced its intention to sign the Southern Mountain Caribou Bilateral Conservation Agreement (Section 11). The agreement establishes a framework for co-operation between Canada and B.C. to work collaboratively with Indigenous nations, local governments, industry and communities to develop caribou management plans for southern mountain caribou.

  • Draft Partnership Agreement

B.C., Canada, West Moberly and Saulteau First Nations continue to work on a draft partnership to negotiate an Inter-Governmental Partnership Agreement for the Conservation of the Central Group of the Southern Mountain Caribou (“Partnership Agreement”). The draft Partnership Agreement applies to the Central Group of Southern Mountain Caribou. This draft Partnership Agreement includes temporary protection of important caribou habitat while a long-term plan is developed through engagement with local communities, stakeholders and Indigenous peoples.
