What is this engagement about?
The goals of this project are to:
- Share information with the public on British Columbia’s Child and Youth Well-Being Action Plan and Outcomes Framework
- Learn about the experiences of people who use, support, or work within child and family services – including families, advocates, service providers, and community partners to inform long-term improvements
What we learn in these engagements will help strengthen coordination of services across ministries, improve access to supports, and support the Province’s transparency and accountability to the public. It will also help identify future areas for exploration over time without redesigning the current plan or its commitments.
Timeline: Opens June 2026, engagement ongoing

Welcome to the Child and Youth Well-Being Action Plan and Outcomes Framework
A message from Jodie Wickens, Minister of Children and Family Development:
Help shape what child and youth well-being looks like in B.C.
Many children, youth, and families interact with multiple services and supports – but those supports don’t always connect or work together in ways that reflect real-life needs.
The Child and Youth Well-Being Action Plan (PDF, 8 MB) and Outcomes Framework (PDF, 3.5 MB) are part of a long-term effort to improve how systems work together across BC to support children and families – including how services like health, education, and community supports connect in practice.
To help guide this work, the plan focuses on five priority areas:
-
Safe, Strong, and Healthy Foundation for Families
Ensuring families have access to the basics they need to thrive – like food, housing, income stability, child care, and early supports – so children can grow up safe and supported.
-
Preventing and Responding to Intimate Partner, Gender-Based, and Family Violence
Creating safety and support for those impacted by violence, while also working to prevent violence before it begins.
-
Integrated Services and Crisis Response
Improving how services work together across systems so that children, youth, and families experience coordinated, connected support – especially during times of crisis.
-
Advancing Indigenous Self-Determination and Jurisdiction
Supporting Indigenous communities to lead and deliver services grounded in their own knowledge, cultures, and governance.
-
Protecting and Uplifting the Most Vulnerable
Ensuring that children and youth who are most at risk – including those in care or involved with multiple systems – are safe, supported, and connected to opportunities.
Who should participate
This engagement is about sharing information on this work and gathering feedback on people’s experiences within these systems. We welcome everyone to learn more about the Action Plan and Outcomes Framework and contribute your ideas. In particular, we hope families, caregivers, service providers, and people with living, lived or frontline experience will share their experiences with child and family services so government can better understand what is working and where improvements are needed.

Next steps
What we learn will help strengthen coordination across ministries, improve access to supports for families, and support transparency and accountability. Your input will be reflected in an engagement summary report, help develop recommendations to improve services, and will guide how the Action Plan and Outcomes Framework will be carried out and monitored over time.
